Americans gave their support to President Hoover in the election of 1928, when the 1920s were roaring, after the stock market crash of 1929 blame began to fall on the shoulders of Herbert Hoover.

The Bonus Army p 493  Summer of 1932 a large group of unemployed WWI veterans went to Washington D.C. to get an early payment of the bonus they were promised.  Hoover sent Gen Douglas MacArthur to move them out of the city. It got ugly: tear gas, tanks, bayonets, drove vets from their camps and burned their tents.

Hoover depended upon volunteerism to bring about change rather than government intervention.

A Demand for Change    Election of 1932  FDRoosevelt won over Hoover, by insisting that it was time for a "New Deal".  The issue of government relief programs played a major role in the election.
